The ELPA21 Achievement Level Descriptors provide information on what English Learners can do with language in each language domain: Speaking, Listening, Reading, Writing. 

While this language rubric provides general guidance on language skills, students' skills may vary according to the task and will also change over time. Formative assessment is the best way to measure what English Learners know and are able to do with their English language.
